Creating a New Proposal in Kuali Research
This guide provides a concise, step-by-step process for creating and submitting a proposal in Kuali Research. For more complex scenarios, refer to the searchable PDF guide. Instructional videos are available for adding key personnel and managing compliance entries.

Start a Proposal
- Go to Common Tasks and select Create Proposal.
- Fill in required fields:
- Proposal Type
- Lead Unit
- Activity Type
- Project Start/End Dates
- Proposal Title
- Sponsor Code (use Lookup feature to find the correct sponsor)
- Click Save and Continue to generate a Proposal Number.

Enter Sponsor & Program Information
- Enter Prime Sponsor if applicable.
- Select Submission Type (Email, Hard Copy, or Electronic) and provide details.
- Fill in Sponsor Deadline, Deadline Type, and CFDA Number if needed.
- Check Subawards box and attach the Subrecipient Commitment Form if applicable.

Add Key Personnel
- Open Key Personnel panel and click Add Personnel.
- Search for and add required personnel (at minimum, the Principal Investigator).
- Assign roles (PI, Co-PI, Key Person) and complete certifications.
- Under Credit Allocation, ensure percentages total 100%.

Complete Questionnaire
- Answer all required proposal-specific questions.
- Some answers may trigger additional fields.
- Click Save and Continue.

Add Compliance Entries
- Click Add Compliance Entry and select the type (e.g., Human Participants, Biohazards).
- Choose the appropriate Approval Status.

Upload Attachments
- Upload required documents under the Internal tab, such as:
- Proposal Narrative
- Budget Justification
- F&A Agreements
- Subrecipient Forms
- Use the Notes section for internal comments.

Complete Budget
- Follow the Building a Detailed Budget guide to create your budget.

Submit and Track Proposal
- Review all sections for accuracy.
- Click Submit for Review to begin the approval process.
- Use View Route Log to track the proposal's status.
