Creating an S2S Proposal in Kuali Research
This guide provides a concise, step-by-step process for creating and submitting a System-to-System (S2S) proposal in Kuali Research for submission to Grants.gov. Start a New Proposal
- Go to Common Tasks and select Create Proposal.
- Enter the required details:
- Opportunity ID (required for Grants.gov submissions)
- Proposal Type
- Lead Unit
- Activity Type
- Project Start/End Dates
- Proposal Title
- Sponsor Code (use Lookup to find the correct sponsor)
- Click Save and Continue to generate a Proposal Number.

Add S2S Opportunity Details
- Open the S2S Opportunity tab.
- Enter the Opportunity ID and click Search to retrieve details from Grants.gov.
- Select the correct opportunity and click Save and Continue.
- The Forms tab will auto-populate with mandatory and optional forms.

Enter Sponsor & Program Information
- Enter Sponsor Deadline, Deadline Type, and Award Type.
- Check Subawards if applicable and attach the Subrecipient Commitment Form.
- Click Save and Continue.

Add Key Personnel
- Open Key Personnel panel and click Add Personnel.
- Add the Principal Investigator (minimum requirement) and assign roles.
- Verify details, assign units, and ensure Credit Allocation totals 100%.

Complete Questionnaires
- Answer all required questions.
- For S2S opportunities, complete the additional Grants.gov questionnaire.
- Click Save and Continue.

Add Compliance Information
- Click Add Compliance Entry and select the type.
- Choose the appropriate Approval Status.

Upload Attachments
- Upload required documents under the Internal tab, such as:
- Proposal Narrative
- Budget Justification
- F&A Agreements
- Subrecipient Forms
- Click Save and Continue.

Build the Budget
- Follow the Building a Detailed Budget guide to create your budget.

Submit and Track the Proposal
- Review all sections for accuracy.
- Click Submit for Review to begin the approval process.
- Use View Route Log to track the proposal's status.
