USU’s Internal Deadline for Kuali Proposal Submission
All proposals must be received in Kuali by the Sponsored Programs Office (SPO) four full business days prior to the sponsor deadline. SPO is open during regular business hours Monday through Friday 8:00 AM to 5:00 PM, excluding holidays and weekends. Submitting the proposal into routing for approval does not qualify as having been received by SPO. A proposal is considered received by SPO when ALL of the following conditions are met:
- All internal key personnel, departmental, and college approvals are completed
- The Kuali proposal is in the OSP Admin Approval Queue
- The budget is completed
- AND all non-technical documents are finalized and marked complete in Kuali.
The proposal must be received by SPO by 8:00 AM MST four full business days before the sponsor deadline to count as an on-time submission.
Proposals that do not meet the four full business day deadline will be reviewed only to the extent time allows and with priority given to ensure compliance with USU requirements. SPO cannot guarantee the successful submission of a late proposal or that the proposal will comply with sponsor requirements. If a proposal is selected for funding, but did not meet the full four business day deadline, the award setup may be delayed while the proposal is reviewed to ensure that USU can accept the terms of the award based on what was proposed. For late submissions or last-minute submissions in Kuali, USU reserves the right to withdraw the application or refuse any resulting award should something be found during a more thorough review that would put the university at risk.
It is strongly encouraged that PIs reach out to their designated SPO pre-award contact or their unit's Proposal Development Specialist(s) (if applicable) as early as possible in the proposal preparation process for information and guidance.

On-Time Submission
Full Review: Proposal Received by SPO at least four Full Business Days Prior to Sponsor Deadline
To be considered an on-time submission, the proposal must be received by SPO by 8:00 AM four full business days prior to the sponsor deadline. Meeting USU’s internal deadline for Kuali proposal submission will ensure that your proposal will receive the most comprehensive level of review. Proposals that follow this policy will take priority over proposals that are received by SPO with less than four full business days. Proposals that are received on time, but returned for correction will maintain the status of an on-time submission. SPO will complete the following steps for proposals that meet USU’s internal deadline:
Review RFP for sponsor requirements and restrictions
- Review submission attachments for sponsor requirements
- Review internally required attachments for institutional compliance
- Review budget for sponsor and internal requirements
- Communicate errors found or changes needed
- Review subawards (if applicable)
- Timely submission to sponsor (usually one to two business days prior to the sponsor deadline)
Sponsor requirements vary between different opportunities and SPO will review the RFP to ensure the proposal will adhere to the specific opportunity requirements.

Late Submission

A proposal will be considered a late proposal if it is received by SPO less than four business days, but more than 1.5 business days prior to the sponsor deadline. For late proposals, SPO will complete a limited review only to the extent time allows, and with priority given to ensure compliance with USU requirements. This review will include the following steps:
- Review budget for internal requirements. These requirements include, but are not limited to:
- F&A rate type
- On/Off campus rates
- Graduate student health insurance/tuition
- Review internally required attachments for institutional compliance. These include, but are not limited to:
- F&A Allocation Form
- Cost Share Commitment Form
- Dean’s Waiver of F&A (if applicable)
- Subrecipient Compliance Form (if applicable)
Late proposals do not allow sufficient time for a thorough review of the specific RFP requirements. The proposal may not meet the requirements of the specific opportunity. USU reserves the right to withdraw the application or refuse any resulting award should something be found during a more thorough review that would put the university at risk. A new Kuali proposal may also be required later if a more thorough review identifies errors in the internal components of the proposal. SPO will email the PI, Department Head/Director, and Associate Dean for Research or Dean/VP for all late proposals received.

Last-Minute Submission
Minimal Review: Proposals Received by SPO fewer than 1.5 Business Days Prior to Sponsor Deadline
A proposal will be considered a last-minute proposal if it is received by SPO with fewer than 1.5 business days before the sponsor deadline. Last-minute proposals will receive little to no review from SPO. There is no guarantee the proposal will comply with sponsor requirements. Without being given adequate time to fully review, every effort will be made to submit on time, assuming the proposal is uploaded, released to SPO, and ready to submit prior to the sponsor deadline.
USU reserves the right to withdraw the application or refuse any resulting award should something be found during a more thorough review that would put the university at risk. A new Kuali proposal may also be required later if a more thorough review identifies errors in the internal components of the proposal. Proposals with the following errors or issues will not be submitted to the sponsor:
- Errors in the Kuali budget. These errors may include, but are not limited to:
- Participant Support Costs that don’t meet the definition of participant support
- Graduate Student(s) budgeted without including graduate student insurance
- F&A applied at an incorrect rate resulting in under recovery and no Internal Dean’s Waiver of F&A Form included in Kuali.
- Cost share commitments not properly documented in Kuali or in the budget justification
- Budget from Kuali does not match the budgeted entered in the sponsor portal or sponsor required forms
- Unallowable expenses included in the budget
- High-risk components. High risk components may include, but are not limited to:
- Expired Conflict of Interest Disclosures (specifically for NASA, DOD, NSF, & NIH proposals)
- Incorrectly answered Key Person Certification Questions
- Incorrectly answered Kuali Proposal Questionnaire Questions
SPO will email the PI, Department Head/Director, and Associate Dean for Research or Dean/VP for all last-minute proposals received. This email will indicate if the proposal was or was not submitted prior to the sponsor deadline.
If SPO receives two last-minute submissions from the same PI within a twelve-month period, the second proposal will not be submitted to the sponsor until confirmation to proceed is received from the Department Head, the College, and the Vice President for Research.

SPO is only open on business days, (Monday – Friday 8:00AM to 5:00 PM). University holidays and weekends are not considered business days. It is the PI’s responsibility to monitor the progress of their proposal to ensure that it is moving through the approval queues and will reach SPO with at least four full business days prior to the sponsor deadline. What are the minimum document requirements for Kuali Proposal Submission?
All proposals must include the following documents:

- The sponsor has a publicly published limit or restriction for F&A.
- The sponsor has a statute that limits or restricts F&A.
Can I submit my proposal into routing if I am still working on the Scope of Work/Narrative?
Yes, a proposal in Kuali can route with a draft version of the Scope of Work/Narrative. A draft does need to be included in the Kuali proposal so that it can be utilized as a part of the review of the proposal as a whole, but the final version is not required when initially submitted for approval. This will allow the PI to continue fine-tuning the document while other approvals take place leading to an on-time submission to SPO. The final draft of the narrative should be provided to SPO at least 24 hours prior to the sponsor deadline.
Is a Kuali Proposal required for pre-proposals or white papers?
If the pre-proposal or white paper requires a detailed budget, then a Kuali Proposal will be required. If a detailed budget is not required, then no Kuali Proposal is required at this stage.
