USU Senior/Key Personnel* on a Proposal to NSF

*NSF defines senior/key personnel as anyone identified as senior/key personnel by the proposer (USU Sponsored Programs).

Requirement: At the time of submitting a proposal, senior/key personnel must certify they have completed Research Security Training within 12 months of proposal submission.

Requirement Effective Date: December 2, 2025.

How to Complete this Requirement: If you are identified by Sponsored Programs as senior/key personnel on a proposal submission in Kuali, you will be notified to complete Research Security Training in Learn Blue. You will then certify to NSF, on the Biographical Sketch and Current and Pending (Other) Support forms in SciENcv, that you have completed Research Security Training within 12 months of the date of application submission.

Retraining: After initial completion of Research Security Training, you will be automatically notified by Learn Blue to retake Research Security Training every 12 months. If by this time you are not on an active NSF award and are not considering applying for further NSF funding, you can test out of the training in Learn Blue.

Non-USU Senior/Key Personnel (Including Subrecipients) on a USU Proposal to NSF

Requirement: At the time of submitting a proposal in Kuali, all non-USU senior/key personnel must certify they have completed Research Security Training within 12 months of proposal submission.

Requirement Effective Date: December 2, 2025.

How to Complete this Requirement: This requirement will be communicated to non-USU covered individuals/subrecipients through USU’s Subrecipient Commitment Form.

Sponsored Programs Proposal Analyst Submitting a Proposal to NSF

Requirement: At the time of submitting a proposal, the USU proposal analyst must certify that all senior/key personnel have completed Research Security Training within 12 months of proposal submission.

Requirement Effective Date: December 2, 2025.

How to Complete this Requirement: If you are the USU proposal analyst, you will certify to NSF on the Cover Sheet form, at the time of proposal submission, that all senior/key personnel have completed Research Security Training.

Senior/Key Personnel* on a Proposal to NSF

*NSF defines senior/key personnel as anyone identified as senior/key personnel by the proposer (USU Sponsored Programs).

Requirement: Any person party to a Malign Foreign Talent Recruitment Program (MFTRP) is not eligible to submit a proposal to NSF. At the time of submitting a proposal, senior/key personnel must certify that they are not party to any MFTRP.

Requirement Effective Date: May 20, 2024.

How to Complete this Requirement: If you are identified by Sponsored Programs as senior/key personnel on a proposal submission in Kuali, you will certify to NSF, on the Biographical Sketch and Current and Pending (Other) Support forms in SciENcv, that you are not party to an MFTRP.

Recertification: After initial MFTRP certification to NSF in SciENcv, you will submit an annual recertification for the duration of the award on Research.gov.

Sponsored Programs Proposal Analyst Submitting a Proposal to NSF

Requirement: At the time of submitting a proposal, the USU proposal analyst must certify that all senior/key personnel have been made aware of and have complied with the requirement to certify that they are not a party to an MFTRP.

Requirement Effective Date: December 2, 2025.

How to Complete this Requirement: If you are the USU proposal analyst, you will certify to NSF on the Cover Sheet form, at the time of proposal submission, that all senior/key personnel have been made aware of and have complied with the requirement to certify that they are not a party to an MFTRP.

Sponsored Programs Proposal Analyst Submitting a Proposal to NSF

Requirement: At the time of submitting a proposal, the USU proposal analyst must certify that USU does not maintain a contract or agreement with a Confucius Institute.

Requirement Effective Date: December 2, 2025.

How to Complete this Requirement: If you are the USU proposal analyst, you will certify to NSF on the Cover Sheet form, at the time of proposal submission, that USU does not maintain a contract or agreement with a Confucius Institute.

Sponsored Programs Officer Overseeing an Active Award from NSF

Requirement: USU must annually report all current financial support, the cumulative value of which is $50,000 or more, received directly or indirectly from a foreign source associated with China, North Korea, Russia, or Iran. Such support includes gifts, contracts, and tuition payments in the form of a grant, scholarship, or other form of financial aid.

Requirement Effective Date: August 9, 2022.

How to Complete this Requirement: If you are the USU Sponsored Programs officer overseeing an active award from NSF, you will report to NSF on the FFDR reporting portal of Research.gov, between September 1 and October 31, 2026, any qualifying foreign financial support provided to USU from July 1, 2025 through June 30, 2026.
