USU Covered Individuals* on a Proposal to NASA

*NASA defines a covered individual as “any Principal Investigator (PI) (regardless of level of effort), any CoPI (regardless of level of effort), and only CoInvestigators (Co-I) proposing to spend ten percent or more of their time in any given year on a NASA-funded award.”

Requirement: At the time of submitting a proposal, senior/key personnel must have completed Research Security Training within 12 months of proposal submission.

Requirement Effective Date: August 5, 2026.

How to Complete this Requirement: If you are identified by Sponsored Programs as covered individual on a USU proposal submission in Kuali, you will be notified to complete Research Security Training in Learn Blue. You will then certify to NASA, on the Biographical Sketch and Current and Pending (Other) Support forms in NSPIRES, that you have completed Research Security Training within 12 months of the date of application submission.

Retraining: After initial completion of Research Security Training, you will be automatically notified by Learn Blue to retake Research Security Training every 12 months. If by this time you are not on an active NASA award and are not considering applying for further NASA funding, you can test out of the training in Learn Blue.

Non-USU Covered Individuals (Including Subrecipients) on a USU Proposal to NASA (Instructions for USU PIs)

Requirement: At the time of submitting a proposal in Kuali, non-USU senior/key personnel must have completed Research Security Training within 12 months of proposal submission.

Requirement Effective Date: August 5, 2026.

How to Complete this Requirement: If you are the USU PI, you must notify any key/senior personnel or subawardees who are external to USU to complete Research Security Training either via their own institution’s learning suite or the CTM Training for Individual Users provided by NSF. The USU PI will then attach proof (a screenshot will be sufficient) that the outside individual completed the training to their project proposal in Kuali. 

Non-USU Researchers will then certify to NASA, on the Biographical Sketch and Current and Pending (Other) Support forms in NSPIRES, that they have completed Research Security Training within 12 months of the date of application submission.

Retraining: There is currently no retraining requirement for non-USU senior/key personnel on a USU proposal to NASA or subaward from USU.

Sponsored Programs Proposal Analyst Submitting a Proposal to NASA

Requirement: At the time of submitting a proposal, the USU grants officer submitting a proposal to NASA must certify that covered individuals employed by USU have completed Research Security Training within 12 months of proposal submission.

Requirement Effective Date: August 5, 2026.

How to Complete this Requirement: At the time of submitting a proposal, the USU grants officer submitting a proposal to NASA must certify in NSPIRES that covered individuals employed by USU have completed Research Security Training within 12 months of proposal submission.

Covered Individuals* on a USU Proposal to NASA

*NASA defines a covered individual as “Any PI (regardless of level of effort), any CoPI (regardless of level of effort), and only those Co-Is proposing to spend ten percent or more of their time in any given year on a NASA funded grant or cooperative agreement are designated as covered individuals.”

Requirement: Any person party to a Malign Foreign Talent Recruitment Program (MFTRP) is not eligible to submit a proposal to NASA. At the time of submitting a proposal, senior/key personnel must certify that they are not party to any MFTRP and then annually recertify their non-involvement with any MFTRP. 

Requirement Effective Date: March 21, 2025.

How to Complete this Requirement: If you are identified by Sponsored Programs as senior/key personnel on a proposal submission in Kuali, you will certify to NASA, on the Biographical Sketch and Current and Pending (Other) Support forms in NSPIRES, that you are not a party to an MFTRP.

Recertification for USU Personnel: The Office of Research is currently developing a recertification process that meets this requirement.

Recertification for non-USU Personnel: The Office of Research is currently developing a recertification process that meets this requirement. 

Sponsored Programs Proposal Analyst Submitting a Proposal to NASA

Requirement: At the time of submitting a proposal, the USU grants officer submitting a proposal to NASA must certify that covered individuals are aware of the MFTRP requirement and have certified that they are not party to an MFTRP.

Requirement Effective Date: March 21, 2025.

How to Complete this Requirement: At the time of submitting a proposal, the USU grants officer submitting a proposal to NASA must certify in NSPIRES that that covered individuals—both those employed by USU and any non-USU collaborators or subawardees—are aware of the MFTRP requirement and have certified that they are not party to an MFTRP.
